Open International architectural contest for creation of the project of the memorial complex “Babiy Yar” to commemorate the memory of victims of Holocaust of 1941 in Kyiv, Ukraine.

3. Goals and tasks of the contest.


During the WW2 there happened the events that had no analogues in the world history and that was known under the name of “Shoa”, “Catastrophe”. Nazis and there allies totally destroyed Jewish community of Ukraine – more than 1, 5 million people during the years of occupation of Ukraine, from July 1941 till October, 1944. The symbol of this tragedy has become Babiy Yar, where tens of thousands Kyiv Jews were killed.

What we call Catastrophe is the systematic thoroughly planned killing of about 6 million Jews by Nazis and their collaborators. Starting from with the invasion to the Soviet Union in summer 1941 and up till the end of military operations in Europe, in May, 1945, the Nazi Germany and its allies strived to eliminate all till the last one Jews on the subject territory. Due to the fact that the persecution of Jews in Germany started with the Hitler rose to power in January, 1933, many historians start counting “the epoch of Catastrophe” exactly with this date.

Jews were not the only victims of the Hitler’s regime, but they were the only group, that Nazis planned to destroy completely.

Despite the fact that Catastrophe is one of the most documented historical events of the 20 century, the major quantity of its questions, which disturb as well Jews and not Jewish people, still find no answers. Germany could not have any real territorial, national or political pretence to Jews. Directing force of the German policy was the extreme anti-Semitism, emanating from the pseudo- racial theories.

The history of the mankind knew two cases of the global threat of total destruction of the Jewish people. Those are the events of Purim and Nazi Germany. As we see deliverance and the salvation comes unexpectedly. Unexpected deliverance of Jews of the epoch of Purim is documented for all generations in Megillat Esther (Book of Esther).

In 1945 the fascist regime capitulated and in less than three years in 1948 – the Jewish people adopted the state, lost more than 20 centuries ago, and even more- won the war of Independence. These events can be considered the Messenger of Redemption.

The policy of repressions and methodical mass murder was formed gradually, all state structures were placed on its service in the service, often at the expense of real economic and military interests of Germany.

The main stages of the Holocaust can be defined as follows:
persecution of Jews, which began immediately after Hitler came to power, stripped them from their basic civil rights and turned into outcasts in their own country;
• with the beginning of World War 11-isolation and concentration of Jews in many ghettos, located mainly in the vicinity of the railway tracks;
• physical mass extermination of Jews began after the invasion of the Soviet Union- first inthe shooting ditches, such as Babiy Yar, Ponary, Trostyanets and others, then – in trucks, canoes and finally – in the gas chambers and death camps (Chelmno, Sobibor, Treblinka, Belzec, Auschwitz and Majdanek

The ideological justification of the killings, their totality and distribution of all the occupied countries, such use of the latest technology- all this makes the Holocaust an event without precedent in history, even in comparison with other cases of genocide (the destruction of people by nationality). This is not an isolated case, but a series of massacres that took place throughout Europe in various countries, in the heart of European culture, assassinations, often taking place in front of the surrounding population.

Babiy Yar - a ravine located on the north-west of Kiev, the capital of Ukraine, where about 50 000 Jews were killed in 1941. The Germans occupied Kiev in September 1941. A week later, it was decided to destroy the Jews of the city. September 28 Jews were ordered to assemble the next morning for resettlement. They were guarded to Babiy Yar, where they were forced to surrender all their valuables and jewelry, and then led up to the ravine and shot.

Einsatzgroup 4a and the military forces of the German and Ukrainian police took part in the shootings. At the end of the day piles of bodies of those killed, dumped in the ditch were covered with a layer of muddy ground. 33 771 Jewish people were killed at Babiy Yar in two days.

During the following months at Babiy Yar were destroyed tens of thousands of people: Jews, Gypsies and Soviet prisoners of war. Totally about 100 000 people perished here. Those few, who managed to escape from Babiy Yar, have often been there again, being issued by the local residents. In July 1943, under "Operation 1005", the Germans started to destroy the evidence of mass murder at Babiy Yar.

The first memorial to the victims at Babiy Yar in Kiev was established only in 1974.

Modern monuments at Babiy Yar and its surroundings

“Memorial to Soviet citizens and POW soldiers and officers of the Soviet army, killed by German occupiers in Babiy Yar”. A multi-figured composition of bronze. Open in July, 2, 1976

Menorah at Babiy Yar "- a monument to the Jews shot in a menorah. Established in September, 29, 1991, on the 50th anniversary of the first mass killing of Jews. From the former offices of the Jewish cemetery at the monument is laid paved with tiles, "The road of grief”.

Cross in memory 621 OUN members was shot in Babiy Yar, set Feb. 21, 1992, in the 50 the anniversary of the shooting of Elena Teliga and her companions.

Cross in memory of murdered Orthodox priests. Installed in 2000 on the spot where 6 November 1941 were shot Archimandrite Alexander and Rev. Paul, calling on people to resist the Nazis.

Monument to shot children. Opened September 30, 2001 in front of the exit from the metro station "Dorogozhychi."

Stella' in memory of Ostarbeiters, established in 2005.

A monument to victims of the tragedy Kurenivska tragedy in the form of a bell, installed in March 2006.

The monument to the insane shot in September, 27, 1941.

Cross in memory of German prisoners of war.

Monument of anonymous author, representing three crosses welded from steel pipes, with an inscription on one of them "And at this point people were killed in 1941, God rest their souls."


4.Program of the contest

The memorial zone should include the building of the museum; total area is about 1500 square meters. Besides it is necessary to make provision of the place for memorial and service events, parking place and also make the suggestions of landscaping and site finishing.

Review of the designing site.
Land set aside to accommodate the projected memorial complex "Babiy Yar" total area of 22 m2 300 - a small ravine, where there is an unfinished building with plan dimensions 8h30m (This facility is subject to demolition and should not be taken into account when working on competitive projects)

Next to the Melnikova str, from the former offices of the Jewish cemetery, is paved with tiles Alley - The Way of Sorrow - the path that led to the shooting of thousands of Jews of Kiev on Sept. 29, 1941. It leads to a site located near the monument to shot Jews designed in the form of "menorah" . (Set in 1991 ,at 50th anniversary of the 1st mass murderof Jews).


The second avenue, from st. Helena Teligi - the basic approach of visitors from the metro station and from the residential area Kurenivka.


Rules for conducting the contest:
The contest is open and is held in two stages. Only digit representation of the concept of the project is taking part in the first stage of the contest. It will be given to the Organizers of the contest through the Internet. The provision of the materials can be given in one of following languages: English, Russian, and Ukrainian. These project proposals will be kept anonymously under review by the members of the Jury.

All final projects will be exhibited for public discussion and the acknowledged winner will be announced at the official ceremony/Together with this the project will be taken under consideration by the Kyiv City Master planning Authority.

To award the author of the best project there will be established a special “Winner prize” in the amount of 50 000 USD, and also the second and the third prizes in the amount of 40 000 USD and 30 000 USD accordingly.

After that the Organization Committee will start the negotiations to sign the contract of provision of the services, needed for realization of the project of the memorial complex “Babiy Yar”.

Jury decision)
• Contest representation of the project materials of the second stage:
January, 2011
• The exposition of the contest works: the term will be announced additionally
• Declaring the winner: February, 2011

For all foreign participants during the period from May, 1st till June, 1st there will be organized the visit to the memorial complex on the territory of Babiy Yar. Participants may represent more than one proposal, but each of them should be registered separately.
The registration means the agreement with all the conditions of the contest, posted on the web site. The decision of the Jury is final.
Organization committee and the jury are free from any claims, appearing because of discontent of the participants of the contest with the final decision.

Contestants must before June 1 send information about themselves or about the group of participants (if the project works team of authors).Fill in a form and send it in any form by e-mail vek@i.kiev.ua, iosif-56@mail.ru
Participants may submit more than one proposals, but each of them must be separately registered.
Registration implies acceptance of all terms of the competition, which appear on the site. The jury’s decision is final. The organizing committee and jury shall be exempt from any claims arising from dissatisfaction with the competition with a final decision.


Stage 1 of the competition

All project materials should be represented anonymously and in digital format.

How to apply: The representation of all contest works will be held in digital format and will be judged from the computer monitors or from projector. You can represent the plans and up to 5 images with the explanations and/or perspective visualizations in form of separate JPG/ JPEG files of horizontal format of 3500 х 2600 pixels or PDF files of the horizontal format of 300 х 220mm.

Identification: Right top corner of each image (slide) should be marked by the code word of 8 figures: in any order 4 different capital letters of Latin alphabet and 4 different digits (for example: A1DC34B5 or WRTF7823). Type “Arial”, 36 pt, color - black.

It’s not allowed to post any additional names, signs, emblems, which can define the participant. In addition, it is recommended to provide the separate PDF file, which will include 150 words (can be less) of the project description in English. This will help to explain the accepted project solution more clearly.


Dates: All project proposals in their digital view should be sent through the Internet to the mentioned emails no later than August, 20, 2010.

You should save (archive) your project inside ZIP or RAR file and name it according your code word (for example: A1DC34B5.ZIP or WRTF7823.RAR). Please, make sure that the size limit of the file is maximum 5 Мб.

Title: please, give the title of your email as follows:

You will get the confirmation via email during the following 7 days.

We insistently ask the participants of the competition to finish their application long before the term expires as the intensive charge on the web site may cause the delay of the process of sending and as the result there will be not possible to get the contest materials within the established terms. In case you’ll have any difficulties with the procedure, please, contact the above mentioned email addresses and telephones before sending.

CRITERIA FOR EVALUATION OF COMPETITIVE MATERIALS: The materials will be esteemed according to the program of the competition, their originality, and the precision of their concept. The location of the future memorial complex on the own site and the attitude to the environment will be taken into account as well.
Besides economical factors and the practicality of the construction in measures of assumed budget are not mere significant.
But the original conceptual ideas will be considered on the first place.

Notice: If on the first stage all Jury members will get the undivided opinion, that one certain project proposal is above the rest of others, and that to reach the aim of the Competitions there is no need for additional proposals, that they can recommend to announce the winner without holding the second stage of the competition.
Jury can make no choice in case if, to their mind, there are reasonable grounds for it. Anyway, the written report with all the reasons of such decisions will be provided to the Organization committee.

Accordancetotheprogramofthe competition:
We appeal to all competitors to represent the most enlightened views, challenging and arguable solutions. All original program ideas will be examined. Represented project solutions will be checked by the management of the competition for their adequacy to the conditions of the competition and in case of major violations can be disqualified and taken out from the participation at the Competition.
Organization Committee based on Jury advice leaves its right to accept the represented project solution even if it doesn’t not strictly obey the published recommendations of the competition.
When representing their projects for the competitions all participants guarantee that the given materials are their own original authoring.

Second stage: the choice of up till ten finalists of the competition will be made before the anonymous project solutions will be identified.
Applicants for the participation at the second stage of the competition should demonstrate their technical abilities in the development and realization of the projects, similar in their scales to the project of the Memorial of the victims of Holocaust. The estimation of the qualification of the participants will be held by the Organizational Committee (sponsor) consulting the members of jury.
In case if the qualification of the chosen finalist does not match the criteria established by the Organization Committee and jury, participants will be given time in order to refer to qualified consultants and specialists, the involvement of whom will be coordinated with the Organization committee and the jury.


The program of the second stage:

Organization committee (sponsor) leaves its right to make corrections and changes into the program of the second stage (with the professional advice in response to the issues raised by the certain proposals of the finalists). The Contracts which regulate the participation at the second stage will be signed by both sides: competitors and the Organization committee (sponsor).

Demands to the Second Stage

1.Model: Detailed scale model for representation of the proposed project solution (М 1:50[100]) Separate elements of the project (for example the sculpture or decorative compositions) can be additionally presented by the models in the scale of М 1:20 or М1:10

2.Graphic materials: should be represented on the stiff board of the sizes 1000 х 750 mm (40 "х 30"). The orientation of the papers – horizontal or vertical.

Graphic materials include:
• The plan of the site (in scale of 1:2000)where the concept of the project solution should be clearly represented in the context with the environment, location of the buildings, constructions and the elements of landscaping and site finishing • Necessary plans, facades and section drawings of the buildings and constructions.
• Perspective images (visualizations) from the basic spots of approach and exposition.
• If needed, any additional details and images in bigger scales can be included, but this is not obligatory.
• Titles, tests and descriptions of the accepted project solution with the specification of the building and finishing materials to be implemented and constructions (to be placed on one of the boards, with the type height no less than 12pt) should be done in one of the three announced languages
• Additional proposals of the audio-, visual support, implementation of the elements of audiovisual information which are the inevitable part of the design are welcomed.

Materials for designing:


1.Fragment of the map of Kyiv with the indication of the street names and the surrounding objects in English.

2.Surface plan of the whole territory of the preserve “Babiy Yar”, with the indication of the existing memorial places and signs.

4. Topographical drawing with the land elevation mark and the borders of the site, measured for the construction of the memorial complex and the site improvement. М 1: 2000
